The Sirius Development Foundation (Sirius) was established in 1999 by Sipho Shezi, the former Director-General of Public Works and Black & Veatch, a global engineering and construction company. Sirius exists in response to the lack of appropriate private-sector capacity to develope basic infrastructure and aims to precipitate infrastructural development in South Africa.

Sirius is an entrepreneurial infrastructure development and management company. Sirius serves to attract local and international investors through the development of world-class solutions directed at uplifting people by the creation of knowledge and skills. The principal purpose of the IDT is to support and add value to the national development agenda. It will do so by deploying its resources in the initiation and delivery of innovative and sustainable development programmes, which make a measurable difference in the levels of poverty and underdevelopment.

The Independent Development Trust (IDT) was established in 1990 by the national government with a mandate to disburse a grant of R2 billion in a manner which would best serve the development of disadvantaged communities in South Africa.

Between 1990 and 1998 the IDT spent R2.8 billion on approximately 8800 projects. It was originally envisaged that the IDT would be dissolved as a body funding development after three-years. Portfolios for health, rural and community development, education and housing and job-creation were established.
